Correspondence concerns financing the Illinois and Michigan Canal, bonded indebtedness, British bank failures, the General Assembly, public lands, and establishment of a hospital in Chicago. The correspondence contains militia lists, military requisitions, appointment requests, transmission of laws and resolutions between state governments and recommendations for job seekers. Correspondents include bond agents underwriting canal construction, bankers, U.S. senators, Illinois and Michigan Canal commissioners, legislators, county officials and military officers.

Thomas Carlin (1789-1852), Democratic Governor of Illinois (1838-1842), was born in Fayette Co., Ky. on July 18, 1789. His family moved to St. Louis, Mo. where Carlin assummed the family's financial support following the death of his father.
